If the bike has been sitting a long time, I would:
1. Drain the fuel and replace it with fresh gas
2. Drain and replace the oil/filter
3. Check the air cleaner element (to see if it's dirty)
4. prime the carb (remember when the Savage it running no
fuel will enter the carb unless the petcock is on prime. So
the fuel in the carb will eventually evaporate with time)
5. If the bike still has difficulty starting (and the starter is
cranking just fine) then it might be the compression release timing
is off.
The Savage should not take longer than 3-4 seconds to crank over if
choked properly (that depends on your climate) according to the owners
manual. If your cranking longer than that, you might run the battery down
too much. Good luck. Remember, one neat thing about the Savage is
that it's a simple bike. It should be pretty easy to solve the problem.
